In the past there has been a tendency for people who adopt new versions of windows to lose out once another version is released.
Previously there was a 3 year cycle, but that is outdated and should be ended.
For example, those who adopted Windows Vista or Windows 8 early suffered from a lack of updates once 7 and 10 became mainstream respectively. While updates to newer versions of windows may be provided free of charge, there may still be losses for people who've invested in hardware that performs most efficiently on current software.
Therefore, by having a consistent release cycle, it would be less likely for people to miss out on the full healthy lifecycle of each version.
